Sometimes in user’s pc, already .ica files have been set to open with some other apps by mistake. I recently came across an issue in one of the user’s pc, .ica was set to open with adobe reader. When user logs in to netscaler and clicks any app, it says, adobe reader cant open this file.
I have seen that there is no receiver installed in user’s laptop. Installed it and restarted laptop but still it is going to adobe reader only.

Resolution: Add netscaler site to user’s IE(11 version) browser. Open Default Programs in control panel – then click Associate a file type or protocol with a specific program option. You will get a long list of all the application extensions and the programs associated there. Select .ica and on the top of that dialog box choose change program option. Now select C:Program Files (x86)CitrixICA Clientwfcrun32.exe

Logout from citrix session and try again. From now on, .ica opens with citrix receiver and the application starts.

Drag userhome Library Preferences Citrix ICA Client into the trash. Check if the following folder exists: Macintosh HD Library Preferences Citrix ICA Client. If it exists, move it to the Trash. Install Citrix Workspace Client for Mac. Download the Citrix Workspace client for Mac, available from the; Citrix Workspace and click Download. Note: this will take you to Citrix's website to download the latest installer.
